I'm a DS operator, so my perspective on mercs is always looking down on them from the air. Maybe this should cause me to have a certain disdain for infantry as secondary to my vehicle world---but it doesn't. For me, Dust 514 is about foot-play firstly, and vehicle-play secondarily or in a support role for the infantry.
So I keep viewing the "weapons" in this game as animals of two differnt jungles.
One jungle were the weapons are designed to the scale of personal suits and shielding.-- in that jungle it makes sense that a heavy's performance is geared to try to resist every kind of hand-held evil from grenade to multiple shotgun bucks. You're right if you say, it's a fatty or a heavy, and it's supposed to stand there and take multiple punishment of that kind.
The other jungle is where the weeapons are designed to the scale of vehicles and emplacements -- in that jungle the Rail Turrets and Installations should have a power that is OUT OF SCALE with mere personal dropsuits. They are intended to penetrate HAVs and DS, and wear down even CRU-installations over time. It makes sense that NO personal dropsuit, not even a super-fitted heavy, should be able to still function after a solid bullseye from a Rail. Even if the heavy was clearly crippled and depleted of all armour by the hit... I'd still feel a little "unfairness" if I see her still walking. Nowhere in the game do we really get the impression that a dropsuit was INTENDED to protect against this scale of weaponry.
SMALL rail turrets could be argued as being technology's attempt to miniaturize the vehicle-pounding power of the Rail, for easier more agile use against suit-mercs. So it KIND OF represents a "crossover" for rail power. Should IT be able to bury a heavy in one shot?
....I would LOVE it to (I'm sorry, let me wipe this DS driver drool from the corner of my mouth...), but no, I think it's probably fair that it take two shots (or three sometimes) to kill a fatty. It takes more than one shot for its Railgun bigger brothers to deplete the vehicles they were intended to specialize in... So yeah, the chunky fatty should still be able to hawk-n-spit back at me after the first shot... ,I guess the small rail turret ought to sacrifice a little potency when its designers try to step it down to a lightweight scale.
